    中国风电技术发展趋势与展望

    Development trends and prospects of wind power technology in China

    • 摘要: 全球气候治理与能源低碳转型进程持续推进,风能作为极具发展潜力的清洁能源,是各国优化能源结构、推进碳中和布局的核心抓手。搭建了“国际对标−国内历程−核心突破−未来趋势” 四维分析框架,横向对比国内外风电产业发展逻辑与技术演化路径,纵向梳理我国风电产业阶段性发展脉络,系统剖析海上风电、低风速资源开发核心技术体系,梳理支撑行业发展的政策演进内在逻辑。欧美风电产业起步更早,经过长期积淀形成成熟完整的陆上、近海至深远海递进式发展体系,技术迭代节奏平稳,配套标准与市场机制完善。我国风电发展周期更短,依托顶层政策引导、本土完整产业链支撑,走出一条压缩式追赶道路,实现从海外技术引进消化,到自主研发创新,再到多领域技术领跑的完整蜕变,在大容量整机、深远海风电、低风速适配装备等赛道形成独有的产业竞争优势。我国风电产业已完成两次关键技术跨越,分别是兆瓦级机组全面国产化、海上风电由近海走向深远海,未来将迎来以智能化、全场景适配能力为核心的第3次转型升级。海上风电领域形成适配国内复杂海洋环境的成套技术,漂浮式风电、远距离输电技术不断成熟;低风速风电依托专用叶片、高塔筒等技术,充分挖掘中东部内陆风能潜力,乡村分散式风电相关政策进一步拓宽产业应用场景。当前行业发展仍面临电网消纳不足、深远海开发成本偏高、超大机组长期可靠性待提升等现实约束。未来我国风电将围绕大型化、区域差异化开发、深远海规模化、多能互补协同、全产业链数智化五大方向持续创新,融合人工智能、数字孪生等数字化技术完善系统调控能力,推动风电由补充能源转变为新型电力系统的主体能源,为我国双碳战略落地与全球能源绿色转型提供成熟的中国产业方案与技术经验。

       

      Abstract: Against the backdrop of global climate governance and the low-carbon transformation of energy, wind power, as a clean energy source with great development potential, serves as a core starting point for all countries to optimize their energy structures and advance carbon neutrality arrangements. This paper constructs a four-dimensional analytical framework of “international benchmarking – domestic evolution – core breakthroughs – future trends”. It horizontally compares the development logic and technological evolution paths of the wind power industry at home and abroad, vertically sorts out the phased development context of China’s wind power sector, systematically analyzes the core technical systems for offshore wind power and low-wind-speed resource exploitation, and clarifies the internal logic of policy evolution supporting industrial development. The wind power industry in Europe and the United States started earlier. After long-term accumulation, it has formed a mature and complete progressive development system covering onshore, nearshore and deep-sea wind power, with steady technological iteration and sound supporting standards and market mechanisms. China’s wind power industry has a shorter development cycle. Supported by top-level policy guidance and a complete domestic industrial chain, it has embarked on a compressed catch-up path, accomplishing a full transformation from the introduction and digestion of foreign technologies to independent research and innovation, and further to technological leadership in multiple fields. It has built unique industrial competitive advantages in large-capacity complete wind turbines, deep-sea wind power, and low-wind-speed adaptive equipment. China’s wind power industry has achieved two pivotal technological leaps: the full localization of megawatt-class wind turbines and the expansion of offshore wind power from nearshore to deep seas. A third industrial transformation centered on intelligence and full-scenario adaptability will unfold in the future. A complete set of technologies suited to China’s complex marine environments has taken shape in offshore wind power, with floating wind power and long-distance power transmission technologies maturing continuously. Relying on special blades and high towers, low-wind-speed wind power taps into the wind energy potential of inland central and eastern regions, while relevant policies for distributed rural wind power further broaden industrial application scenarios. The industry still faces practical constraints including insufficient grid absorption, high costs for deep-sea development, and room for improvement in the long-term reliability of ultra-large wind turbines. Moving forward, China’s wind power sector will pursue continuous innovation along five major directions: upsizing, differentiated regional development, large-scale deep-sea exploitation, multi-energy complementary coordination, and full industrial chain digital intelligence. Digital technologies such as artificial intelligence and digital twins will be integrated to improve system regulation capacity, transforming wind power from a supplementary energy source into a core energy source of the new power system, and providing mature Chinese industrial solutions and technical experience for the delivery of China’s Dual Carbon Strategy and the global green energy transition.
