Abstract:
At present, the operating environment of the national carbon market is complex and volatile, and regional companies in the thermal power industry and the grassroots enterprises under their jurisdiction are facing many challenges as key areas of carbon emissions. In terms of carbon emission management, there is a lack of a unified and standardized carbon emission control and evaluation system for data monitoring, statistics, verification, performance, and trading, which makes it difficult for enterprises to accurately assess their own carbon emission control level, have a vague understanding of carbon reduction potential, and lack rationality in the medium and long-term planning for carbon peak and carbon neutrality. Taking Huadian Sichuan Power Generation Co., Ltd. as an example, this paper focuses on reshaping the carbon emission management mechanism and improving the carbon peak and carbon neutrality guarantee mechanism, and formulates the carbon emission control and improvement action with "one action leading, four management systems" as the core from the dimensions of management and technology.In terms of management, we have established a "dual carbon" target decomposition system, a data quality management system and a whole-process evaluation system, formulated short-term and long-term carbon emission spatiotemporal distribution prediction targets, reshaped the carbon emission management mechanism, improved the guarantee mechanism for the dual carbon goals, and established a whole-process carbon emission control and evaluation system to help regional companies find a balance between short-term return on investment and long-term sustainable development goals. In terms of technology, the spatiotemporal distribution prediction algorithm of carbon emissions has been established, the data monitoring technology system has been established, the method of monthly reduction sample preparation of coal entering the furnace has been standardized, the uncertainty assessment and diagnosis technology has been established, and the sensitivity analysis of the impact of carbon emission intensity has been carried out, so as to improve the quality of carbon emission data from the source. The synergy between management and technology has greatly stimulated the independent innovation ability of thermal power enterprises in the work of carbon peak and carbon neutrality, promoted the green and low-carbon transformation, and laid a solid foundation for China to achieve the dual carbon goal as soon as possible.
